How to Start the IEP Assessment Process: A Parent’s Step-by-Step Guide

If you’ve been told your child might need support—or you’re simply not sure where to start with special education—the process can feel overwhelming fast. You might be wondering:

“Who do I email?”
“What do I say?”
“What happens after I ask for an IEP?”

You’re not alone—and you don’t have to navigate this alone.

Here’s a simple breakdown of how to begin the IEP assessment process in California (and what to do if no one gets back to you).

📝 Step 1: Make a Written Request

The most important thing to know? The IEP process starts when you submit a written request for an evaluation.

That request should include:

  • That you're requesting an assessment for special education services

  • That you’d like your child evaluated specifically for a suspected learning disability (or any area of concern)

  • Your child's full name, grade, and school site

📧 Step 2: Who to Email

Send your request to:

  • Your child’s general education teacher

  • The school psychologist

  • The principal

You can CC all three in one email. The more eyes on it, the better.

⏳ Step 3: Know the Timeline

Once your written request is received, the school district has:

  • 15 calendar days to respond

  • Either by giving you an assessment plan

  • Or by providing a written explanation of why they are not moving forward with an assessment

💡 Tip: That 15-day clock starts the day the school receives your written request—not from when you first bring up concerns in person or at a meeting.

⬆️ Step 4: Follow Up (If Needed)

If you don’t hear back within 15 days:

  • Reach out again (politely but firmly)

  • If that still doesn’t work, escalate to the district’s special education director

💬 Final Thoughts

One parent messaged me and said:

“I received so much feedback, I’m overwhelmed. Do I send another follow-up email? Contact the district?”

It’s completely valid to feel unsure. But know this: You have every right to request an assessment—and you don’t have to be an expert to advocate effectively.
